After nearly two weeks of intense negotiations, President Cyril Ramaphosa announced the composition of the Seventh administration’s National Executive on June 30, 2024.
This announcement came 11 days after his inauguration on June 19, marking the longest period taken by a newly sworn-in President to form a Cabinet. Ramaphosa emphasized that the delay was necessary to ensure the stability of the Cabinet and to create a team best suited to serve the country.
A Historic Political Landscape
A Shift in Power Dynamics
For the first time in South Africa’s democratic history, no single party obtained an outright majority in the general elections, with the African National Congress (ANC) securing only around 40% of the vote.
This unprecedented situation led to the formation of a co-governing agreement known as the Government of National Unity (GNU), involving 11 political parties represented in the National Assembly. Ramaphosa had to balance the interests of the ANC, its alliance partners, and members of the GNU in constituting his Cabinet.
Cabinet Reconfiguration
New Ministry Structures
Due to the necessity of accommodating multiple parties, Ramaphosa reconfigured the Cabinet without reducing its size. The new structure includes the following changes:
- Merging of the Ministries of Electricity and Energy.
- Separate Ministries for Minerals and Petroleum Resources.
- Separation of the Ministry of Agriculture from Land Reform and Rural Development.
- Distinct Ministries for Higher Education and Science, Technology and Innovation.
- Splitting the Ministry of Justice and Constitutional Development from Correctional Services.
- Dissolution of the Ministry of Public Enterprises.
