Small community water systems serving fewer than 10,000 people represent over 90 percent of the approximately 50,000 community water systems in the United States. Commercial Software Integration
Five managed detection and response firms, including Defendify, Legato Security, L1 Secure, Rapid7, and Sentinel Technologies, are participating in the initial rollout. These vendors will supply their proprietary cloud monitoring applications, endpoint protection agents, and threat intelligence platforms at no cost to participating rural facilities.
This integration allows resource-constrained municipal utilities to maintain continuous visibility over operational technology and enterprise IT environments. By bypassing prohibitive licensing fees, municipal water districts can rapidly deploy commercial-grade defenses.
Threat Intelligence and Expert Backup
Telemetry and alert data generated by the deployed software will feed directly into the Water Watch Center, a centralized monitoring hub operated by the National Rural Water Association. When the platform flags an anomaly or potential intrusion, the participating vendor issues an automated alert and technical report. Utilities can then remediate the vulnerability internally or leverage a roster of volunteer cybersecurity experts supplied by the DEF CON Franklin project. This dual-layered response model reduces the burden on local IT staff while ensuring rapid incident response.
