SINGAPORE, Singapore – Land Transport Authority (LTA) reported a decline in Certificate of Entitlement (COE) premiums for most categories in the October bidding exercise, signaling a cooling trend in costs for private vehicle owners. However, the market-setting open category premium remained stagnant at S$137,000, reflecting persistent demand for high-performance cars despite broader market shifts.

Highlights

  • Open category premium remained unchanged at S$137,000 following the previous monthly results
  • Category A premiums saw the most significant decrease of S$3,000 from the September peak
  • Market data suggests a shift in consumer preference toward smaller, lower-powered vehicle segments

The COE system is a mechanism used by Singapore to control the total number of private vehicles on the road. In the latest round, Category A, which covers cars up to 1600cc and not exceeding 130bhp, saw its average premium fall from S$102,000 in September to S$99,000 according to LTA data.

Category B, which includes larger cars, vans, and motorcycles, also saw a downward trend, with its premium falling from S$93,000 to S$91,000. This movement indicates a potential reduction in demand for larger luxury vehicles as households navigate high interest-rate environments. Meanwhile, the premium for motorcycles dipped slightly to S$40,000.

Asia Implications

Singapore’s automotive market serves as a bellwether for mobility trends across the ASEAN region. As major Asian hubs like Jakarta and Bangkok face increasing congestion challenges, Singapore’s stringent quota-based entitlement model provides a benchmark for regulatory-driven vehicle management in dense urban environments.

nThe stability of the open category premium suggests that the high-end segment remains resilient to broader economic fluctuations. For investors and manufacturers in regional markets like Tokyo and Seoul, the volatility in Singapore’s COE market highlights the importance of fiscal policy in shaping consumer behavior in high-cost economies.
